First, make a list of rooms you want to decorate. Creating a plan and budget will help you get the most for your money. Next, choose one room at a time and set it up as close as possible to how you'd like it to look. This way, if you don't like what's in the room after organizing all of your items, there won't be much that needs changing--just re-arranging. Lastly, personalize your space by putting things in that are important to you and significant with others in your life. Give yourself plenty of time since this can take some research online and/or wandering through stores while thinking about what appeals to your eye or heart.

A competent designer will have a deeper understanding of the psychosocial, physical and architectural aspects of design. Attention to detail is another key point. A good eye for color - particularly harmonies and contrasts - as well as a sense of rhythm are also invaluable. To choose colors that work together, designers rely on two principles: complementary harmony (primarily derived from the male-female dichotomy); and analogous harmony (derived from the various triads between 3 colors).

Keep your target audience in mind: who is the person you are trying to please? Clerical workers may like warm colors, but party animals will want more excitement. Consider different times of day when you've been in that room- daytime, evening or night. What colors should it showcase then?
A few articles to start with are this article about the psychology of color and this other one about office space design for creatives. A good interior designer will have much more knowledge than what can be written online. Interior design is a profession that involves the observation of people in their interior spaces to identify and strategically plan for problem areas such as functionality, ergonomics, environmental comfort, psychosocial issues, ecology and economy. It's imperative to understand the needs of each person in order to effectively create an appealing but functional atmosphere.
This person can't be given a blank answer. The question wants something helpful and informative so they can learn how to do it on their own if they choose not to hire someone else. A good way is through browsing websites like Pinterest or Houzz for inspiration or hiring a professional interior designer who has ample experience working with people just like them!
