    Your best bet is to keep it simple, inexpensive, and low maintenance. This means keeping your vegetation to a few basic shrubs (which don't need watering), and adding lots of ground cover plants such as thyme or sedum (also called stonecrops.) These are densely leafy plants that require no watering once established. You can also add a few perennials like coneflowers in the back 1/3rd of yard at this time for spectacular results -- but these do require some water if you go for the annuals (which I usually recommend).
