The Internet has made it so easy to teach yourself a subject when you have the interest and drive. There are really just two things you need to do to learn landscape design:
1) Follow some good garden bloggers, for instance Stewart Smith at Garden Design Magazine. Make sure they're appropriate for your area because there's many different climates in the world. (For instance, this list is focused on North American garden blogs.)
2) Read their tutorials specific to landscape design-- and if they don't have one on whatever you want to know about, go find an authority and read them instead! I've compiled a list of top 5 websites with free lessons below that will answer your question more comprehensively than I can here.

Speak with your town's planning office or solicitor, as they may have a list of contacts at their disposal that specialize in this area. You can search for these professionals on LinkedIn or Google Plus as well, but remember to ask questions along the lines of “Am I allowed to put daffodils in my front yard?” so you can get more specific feedback from each expert you contact. You also might want to hire an architect if you're rebuilding an empty lot on your property.

Landscape design is a great career choice for any passionate person. There are many books and articles available that you can find with little to no problem, but an in-person course or degree may be better for some people.
You can start by looking at the top landscape designers and thinking about their education background. You may find they have started as landscapers who progressed into the designer's industry, which is not uncommon at all. If you're not the best map reader then it might be a good option to go with an advanced degree or course on Landscape Design so your skillset will become more adaptable than just one area.
